I have with the full concurrence of Major-General Ventris appointed this gentleman to be Commandant and I know that the appointment is very favourably regarded by the members of the Volunteer Force. The existing strength of the force is not enough to necessitate or justify the appoint- ment of a whole-time Adjutant and for the present the work is being done by Major G. Rapson, D.S.O., of the Wiltshire Regiment, an officer with a record of good service during the war. I consider that these arrangements are the most satisfactory that it is possible to make for the present.

The suggestion in paragraph 7 of the remarks that the annual reports should in future be accompanied by the Musketry Returns and Artillery Practice Reports for the year will be acted upon. I should, however, be glad to be informed whether the suggestion is to be taken literally or whether the returns are to be sent separately as requested in Lord Harcourt's miscellaneous despatch of the 4th June, 1914.
